MSP Program Awardee Financial Management and Oversight Meeting

Description

The MSP program requests your presence at a meeting of the 2004 MSP Targeted and Institute awardees to participate in a discussion of awardee responsibility for the financial oversight and management of award funds. The meeting is scheduled for Monday, November 8, 2004, 9:30 AM - 3:30 PM, at NSF, Stafford II, room 555. NSF is located at 4201 Wilson Blvd, Arlington, VA 22203. The closest Metro stop is at Ballston (on the Orange line).

Each Partnership may bring up to three individuals. The participants must include (1) the PI and (2) someone from the Lead Partner institution who has jurisdiction over and understanding of the institution's accounting policies and procedures. Typically, this second person has the title of comptroller, finance director, grants accountant, or fiscal coordinator. The third participant may be the project director or a member of the Lead Partner's administrative team who is responsible for tracking and monitoring award expenditures and commitments.

Each Partnership is responsible for making its own travel and lodging arrangements. Attached is a listing of some hotels near NSF or easily accessible by Metro. Costs for travel to this meeting may be charged to your MSP award.

Among the topics to be discussed are:

  • Role of the PI, Project Director, and awardee's MSP administrative staff in financial oversight, record keeping, and monitoring of MSP activities
  • Financial Reports (annual and cumulative)
  • Carry-over funds - how to address in Annual Report and implementation plan and budget for ensuing project year
  • Reporting on and accounting for non-NSF funds supporting the MSP
  • Budgets - moving funds among budget line items
  • Record keeping and timeline for retention of financial documents
  • Subaward monitoring
  • Participant support and meals and refreshments
  • Cost sharing
  • Time and effort reporting
  • Changes in PI, Co-PI or other Key Personnel
